In the regulatory world, things are not always as clear as they seem at first glance. One example of this is the use of the words must, may, shall and should. They seem pretty straightforward, but if interpreted incorrectly, they could lead you down the road of non-compliance, or leave you scrambling to comply with something that is not actually required.

STATE POLICE TO CONDUCT ENFORCEMENT BLITZ FOR UNIFIED CARRIER REGISTRATION PROGRAMME
LANSING. To enhance compliance with the Unified Carrier Registration (UCR) programme, officers from the Michigan State Police (MSP) Traffic Safety Division will conduct a weeklong statewide enforcement blitz beginning on July 12, 2009. Failure to register under UCR is a misdemeanor with a fine of up to $500 and/or 90 days in jail.
