The European Agreement concerning the International Carriage of Dangerous Goods by Road, or ADR, governs transnational transport of dangerous goods.

This agreement is intended to increase the safety of international transport of dangerous goods by road. It contains the conditions under which dangerous goods, when authorized for transport, may be carried internationally. This version has been prepared on the basis of amendments which are expected to enter into force on January 1, 2008 after acceptance by Contracting Parties.

It contains in particular new provisions concerning transport of dangerous goods security.

Volume I contains the dangerous goods list, training requirements, and criteria for classifying dangerous goods. Volume II contains requirements for packaging, marking, labeling, placarding, documentation, loading, unloading, and handling.

Transporting dangerous goods by sea, air, or land is an important environmental issue. This publication presents the European Agreement, the Protocol of Signatures, annexes and amendments. The various substances are listed and defined, as well as general and special provisions applicable to the transport of these dangerous materials. Provisions relating to packaging, test requirements, radioactive materials, containers, cleaning and labeling are discussed thoroughly.
