2020.\u00a0 The time when all holiday decorations are put away and people make resolutions for the coming year.\u00a0 Things we would like to change about ourselves, our workplace or our home.\u00a0 We\u2019ve all heard them.\u00a0 I\u2019m going to work out more.\u00a0 There will be more family time.\u00a0 We will eat healthier.\u00a0 I\u2019ll be kinder to my co-workers.\u00a0 That one is mine in case you were wondering.\u00a0<\/p>\r\n<p>Now at this point you are asking how does resolution making have anything to do with transportation of dangerous goods?\u00a0 Well, I asked our Regulatory Team what their \u201cregulatory resolutions\u201d would be. \u00a0In other words, if they had the power, what changes or resolutions would they make to a regulation.\u00a0 Oddly enough, with their responses,<strong> not a single regulation escaped a \u201cresolution\u201d!<\/strong>\u00a0 Some of the items listed below were mentioned on more than one person\u2019s list.<\/p>\r\n\r\n\r\n\r\n<p><strong><u>49 CFR:<\/u><\/strong><\/p>\r\n<ul>\r\n<li>Resolve to get rid of the combustible liquids.No one else in the world regulates these.<\/li>\r\n<li>All lithium batteries should be transported as fully regulated with UN Specification Packaging and paperwork.No more exceptions.\u00a0<\/li>\r\n<li>Resolve to adjust the packaging recertification requirements.Align them more with Canada\u2019s.\u00a0 As long as the components and specifications do not change there should be no need to re-test UN packaging every 2 years.\u00a0 49 CFR should allow packaging manufacturer\u2019s to simply send in an application for certification every 5 Years.\u00a0 This would certainly save on costs!<\/li>\r\n<\/ul>\r\n<p><strong><u>TDG:<\/u><\/strong><\/p>\r\n<ul>\r\n<li>There should be a 90-day time limit for training like what is found in 49CFR.No more working under a trained person forever.<\/li>\r\n<li>Limited Quantity shipments should require training.They are still considered Dangerous Goods just like in the other transport regulations.<\/li>\r\n<li>All shipping documents should have a mandatory signature requirement.Again, all of the other regulations have this.<\/li>\r\n<li>Change some of the wording to better match what is in other transport regulations.Get rid of \u201cmeans of containment\u201d.<\/li>\r\n<li>Include a segregation or separation chart similar to what is in the other regulations.<\/li>\r\n<li>Orientation arrows should be re-introduced and required for all liquids in Canada.This one may come true.\u00a0 This is in a proposed amendment.\u00a0 We could be pleasantly surprised.\u00a0 Stay tuned to our blog posts to see what happens.\u00a0<\/li>\r\n<li>Align TDG\u2019s Marine Pollutants with one either the UN Model Recommendations or 49 CFR rather than having their own system.<\/li>\r\n<\/ul>\r\n<p><strong><u>IATA:<\/u><\/strong><\/p>\r\n<ul>\r\n<li>Amend Section 2 to say lithium batteries are NEVER be carried in checked baggage.Carriers don\u2019t allow it anyway so just make it a blanket statement.<\/li>\r\n<li>Further explain what is meant by \u201cresponsible person\u201d for infectious substances in Class 6.2<\/li>\r\n<\/ul>\r\n<p><strong><u>IMO \/ IMDG Code:<\/u><\/strong><\/p>\r\n<ul>\r\n<li>Create a standardized, formatted transport document similar to what is used in IATA.<\/li>\r\n<li>Provide examples of completed transport documents indicating some of the additional wording and notations required.<\/li>\r\n<\/ul>\r\n<p><strong><u>UN Model Recommendations:<\/u><\/strong><\/p>\r\n<ul>\r\n<li>Clarify what is meant by \u201cinformational telephone number\u201d on the Lithium Battery Handling Mark.Here again is another one that could change in the near future.\u00a0 This requirement could be going away as there is a white paper submitted on this topic.\u00a0 Until then, explain what the number is supposed to really be.<\/li>\r\n<\/ul>\r\n<p>It is quite a list and these are things that were at the forefront of our minds.\u00a0 Perhaps you have some to add to the list.\u00a0 Mention them in the comments.\u00a0<\/p>\r\n<p>Despite the length of the list, these are things that we often get questions about via our
