The rule aims to revise the <em>Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) 601.10<\/em>, and Publication 52, Hazardous, Restricted, and Perishable Mail, chapters 2, 3, 7 and Appendices A and C. These changes reflect DOT\u2019s changes to the Hazardous Materials Regulations and the revision to the international air transport regulations.<\/p>\n<p>The changes reflect the pending elimination of \u201cOther Regulated Material (ORM-D)\u201d classification and \u201cOther Regulated Material by Air (ORM-D-Air)\u201d as well as the partial elimination of \u2018consumer commodity\u2019 shipments.<br \/>\n<!--more--><\/p>\n<p>Because the ORM-D-Air provisions will be eliminated effective Jan. 1, 2013, all references to OMR-D-Air have been eliminated.\u00a0 The USPS decided to indicate the elimination of ORM-D for all modes will be Jan. 1, 2015 even though PHMSA has not finalized the extension to this date in the Hazardous Materials Regulations as of yet.\u00a0 USPS guidance requires that hazardous materials which are not packaged for air transport must have the words \u201cSurface Mail Only\u201d in association with the ORM-D hazard marking and the shipper\/consignee address.<\/p>\n<p>Shippers wishing to offer hazardous materials by mail are encouraged to review the changes in depth.\u00a0 The effective date of the Final Rule is Jan. 1, 2013.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Just in time for the holidays&#8230; The US Postal Service issued a final rule November 28, 2012\u00a0on the marking of&#8230;<\/p>\n","protected":false},"author":12544,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"content-type":"","footnotes":""},"categories":[2365],"tags":[2364,2472,2485,2676],"class_list":["post-1710","post","type-post","status-publish","format-standard","category-regulations-cat","tag-hazmat","tag-orm-d","tag-usps","tag-mail"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.7 -
