{"id":730235,"date":"2020-08-27T15:22:06","date_gmt":"2020-08-27T19:22:06","guid":{"rendered":"https:\/\/www.thecompliancecenter.com\/ca\/?p=730235"},"modified":"2020-09-14T08:45:19","modified_gmt":"2020-09-14T12:45:19","slug":"renewal-update-of-covid-19-temporary-certificates-from-transport-canada","status":"publish","type":"post","link":"https:\/\/www.thecompliancecenter.com\/ca\/help-center\/articles\/renewal-update-of-covid-19-temporary-certificates-from-transport-canada\/","title":{"rendered":"Renewal Update of COVID-19 Temporary Certificates from Transport Canada"},"content":{"rendered":"<p><span style=\"font-weight: 400\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-853663\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2020\/08\/ICC_TempCert_Blog_08-2020.png\" alt=\"\" width=\"1001\" height=\"301\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400\">Transport Canada has provided an update to the temporary certificates that were issued relating to COVID-19 with most of them set to expire at the end of September 2020.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Transport Canada is asking stakeholders to provide feedback before September 4<\/span><span style=\"font-weight: 400\">th<\/span><span style=\"font-weight: 400\">, 2020 on any anticipated issues with their decision on these temporary certificates if your company cannot comply with the TDG Regulations.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Here are the updates on those temporary certificates:<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td><b>Certificate Number<\/b><\/td>\n<td><b>Description<\/b><\/td>\n<td><b>Renewal<\/b><\/td>\n<td><b>Reasoning<\/b><\/td>\n<\/tr>\n<tr>\n<td><span style=\"font-weight: 400\">TU 0750: Training<\/span><\/td>\n<td><span style=\"font-weight: 400\">Allows a person with a training certificate that expires after March 1, 2020 to continue to handler, offer for transport, or transport dangerous goods with an expired training certificate, as long as the person has sound knowledge of all TDG aspects related to their duties.\u00a0\u00a0<\/span><\/td>\n<td><b>Will NOT be renewed <\/b><span style=\"font-weight: 400\">past September 30, 2020<\/span><b>.<\/b><\/td>\n<td><span style=\"font-weight: 400\">With the provincial and territorial governments allowing progressive reopening of industry, employees should be able to obtain the necessary training with adaptive measures such as using face masks for in person training or virtual training sessions.\u00a0<\/span><\/td>\n<\/tr>\n<tr>\n<td><span style=\"font-weight: 400\">TU 0751.1: Testing and Inspection Requirements (Renewal 1)<\/span><\/td>\n<td><span style=\"font-weight: 400\">Allows means of containment, which have not been inspected or tested in accordance with Part 5 of the TDG Regulations, to be used for the transportation of dangerous goods. In order to use the temporary certificate, the inspection and test marks on the means of containment have to be visible and legible and were valid:<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u25cf on February 28, 2019 in the case of cylinders, spheres, tubes, UN pressure receptacles, multiple-element gas containers, and other pressure receptacles containing dangerous goods included in class 2.1 or class 2.2, and selected and used in accordance with CSA B340 and CSA B342, or<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u25cf on February 29, 2020 for all other containers;<\/span><\/td>\n<td><b>Will NOT be renewed <\/b><span style=\"font-weight: 400\">past September 30, 2020.<\/span><\/p>\n<p><span style=\"font-weight: 400\">*Note: Transport Canada will consider extending the temporary certificate for remote locations and indigenous communities, assessed on a case by case basis.\u00a0<\/span><\/td>\n<td><span style=\"font-weight: 400\">Transport Canada believes it is no longer necessary to continue allowing means of containment to be kept in operation without being subject to inspections and testing. \u00a0 Furthermore, some highway tank facilities perform the bulk of their testing and inspections in the summer months because of the more favorable weather condition.\u00a0 As such, an extension would not benefit facilities performing highway tank testing and inspections.<\/span><\/td>\n<\/tr>\n<tr>\n<td><span style=\"font-weight: 400\">TU 0752.1: Hand Sanitizer (Modification 1)<\/span><\/td>\n<td><span style=\"font-weight: 400\">Authorizes, under certain conditions, the handling, offering for transport, or transport of hand sanitizer in non-standardized packaging, without TDG labels, without shipping documents, and without TDG training.<\/span><\/td>\n<td><b>Will be renewed<\/b><span style=\"font-weight: 400\"> past September 30, 2020.<\/span><\/td>\n<td><span style=\"font-weight: 400\">In anticipation of the continuation of the COVID-19 pandemic, Transport Canada believes that the certificate should remain in effect until the demand for hand sanitizer stabilizes<\/span><\/td>\n<\/tr>\n<tr>\n<td><span style=\"font-weight: 400\">TU 0753: Canada Post Corporation Authorization \u2013 Shipping Hand Sanitizer by Air<\/span><\/td>\n<td><span style=\"font-weight: 400\">Authorizes the handling, offering for transport, or transport of hand sanitizer by the Canada Post Corporation by air to remote communities.\u00a0\u00a0<\/span><\/td>\n<td><b>Will be renewed<\/b><span style=\"font-weight: 400\"> past September 30, 2020.<\/span><\/td>\n<td><span style=\"font-weight: 400\">Transport Canada believes that the certificate should remain in effect until the end of the pandemic to ensure all Canadians have access to this essential medical supply.<\/span><\/td>\n<\/tr>\n<tr>\n<td><span style=\"font-weight: 400\">TU 0754: Transporting Hand Sanitizer by Air<\/span><\/td>\n<td><span style=\"font-weight: 400\">Authorizes the handling, offering for transport, or transportation of hand sanitizer by air, under certain conditions.<\/span><\/td>\n<td><b>Will NOT be renewed<\/b><span style=\"font-weight: 400\"> past September 30, 2020. *Note: Transport Canada is open to considering revising the temporary certificate for indigenous communities or remote areas.<\/span><\/td>\n<td><span style=\"font-weight: 400\">Transport Canada believes there is no reason to continue allowing the transportation of hand sanitizer by air without fully complying with the TDG Regulations.
