{"id":733178,"date":"2023-01-24T09:08:43","date_gmt":"2023-01-24T14:08:43","guid":{"rendered":"https:\/\/www.thecompliancecenter.com\/ca\/?p=733178"},"modified":"2025-09-11T02:58:22","modified_gmt":"2025-09-11T06:58:22","slug":"what-are-the-requirements-for-a-24-hour-number-on-a-shipping-document","status":"publish","type":"post","link":"https:\/\/www.thecompliancecenter.com\/ca\/help-center\/articles\/what-are-the-requirements-for-a-24-hour-number-on-a-shipping-document\/","title":{"rendered":"What are the requirements for a 24-hour number on a shipping document?"},"content":{"rendered":"<p><i>This post was originally published in November 2020 and has been updated in January 2023 for accuracy.<\/i><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-856043 aligncenter\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2020\/11\/ICC_24Hour_Blog_11-2020.png\" alt=\"\" width=\"1001\" height=\"301\" \/><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Most dangerous goods shippers know that a <\/span><span style=\"font-weight: 400;\">24-hour emergency response phone number<\/span><span style=\"font-weight: 400;\"> is required on the <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/product-category\/forms\/shipping-by-air-declaration\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">shipping paper (declaration)<\/span><\/a><span style=\"font-weight: 400;\">, but not everyone fully understands the actual requirements. Did you know that inspectors will actually call the number to ensure you have met the requirement; or that you are actually registered with the provider? Let\u2019s break it down.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/product-category\/publications\/us-49-cfr\/\"><span style=\"font-weight: 400;\">49 CFR regulations<\/span><\/a><span style=\"font-weight: 400;\">, Part 172.604 require a numeric emergency response phone number including area code.\u00a0 The phone number must be monitored at all times, including storage incidental to transportation. It must be answered by a person who is knowledgeable of the hazardous material being shipped and have comprehensive emergency response and incident mitigation for the material or has immediate access to a person who has that information.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This phone number cannot have a call-back. For example, the use of an answering machine, beeper, or general answering service.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Shippers\u2019 have the option of handling this requirement themselves or through a 3<\/span><span style=\"font-weight: 400;\">rd<\/span><span style=\"font-weight: 400;\"> party vendor. If they decide to use a 3<\/span><span style=\"font-weight: 400;\">rd<\/span><span style=\"font-weight: 400;\"> party emergency response phone number, they must register and\/or contract with that company in order to do so. Only then, can the provider\u2019s phone number be used.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This requirement is carried over to both air shipments as shown in the <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/product-category\/publications\/iata\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">IATA Regulations<\/span><\/a><span style=\"font-weight: 400;\"> as a state variation USG12.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the 49 CFR\/DOT is the competent authority for ocean shipments originating in the USA, the requirement of 172.604 applies to <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/product-category\/publications\/imdg-code\/\"><span style=\"font-weight: 400;\">IMDG<\/span><\/a><span style=\"font-weight: 400;\"> shipments as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similarly, Canada has requirements outlined in the <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/product-category\/publications\/canadian-tdg\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Transportation of Dangerous Goods Regulations<\/span><\/a><span style=\"font-weight: 400;\">, Part 3.5. Subparagraph (1)(f) states that the wording \u201c24-Hour Number\u201d or \u201cNum\u00e9ro 24 heures\u201d, or an abbreviation of these words, followed by a telephone number is required.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Canada offers service through CANUTEC, however, you must register and receive permission in writing to use their service. Other 3<\/span><span style=\"font-weight: 400;\">rd<\/span><span style=\"font-weight: 400;\"> party vendors may be used as well.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The requirement continues, as it did for the USA, for both air requirement through state variation CAG09 and ocean, due to Canada\/Transport Canada being the competent authority.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you are unable to meet the requirements of the 24-hour number, as outlined in the regulations, ICC can help.
