{"id":857311,"date":"2021-05-18T07:00:23","date_gmt":"2021-05-18T11:00:23","guid":{"rendered":"https:\/\/www.thecompliancecenter.com\/ca\/?p=857311"},"modified":"2025-09-05T09:16:03","modified_gmt":"2025-09-05T13:16:03","slug":"ibc-safety","status":"publish","type":"post","link":"https:\/\/www.thecompliancecenter.com\/ca\/help-center\/articles\/ibc-safety\/","title":{"rendered":"IBC Safety"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-873417 size-full\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2021\/05\/ICC_IBCSafety_Blog_5-2021.png\" alt=\"\" width=\"1001\" height=\"301\" \/><\/p>\n<p><span style=\"font-weight: 400;\">I am no IBC expert; at ICC Compliance Center, we sell non-bulk <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/ca\/packaging\/\"><span style=\"font-weight: 400;\">packaging<\/span><\/a><span style=\"font-weight: 400;\">. However, I recently attended a training session, and knowing that many ICC customers use IBC in their day-to-day business, I wanted to share what I learned.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">First, let\u2019s backtrack. What is an IBC? IBC stands for Intermediate Bulk Container; they can also be called totes. They are considered bulk packaging, which means that it holds more than 119 gallons or 450 liters of product. An IBC is defined in the <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/us-49-cfr\/\"><i><span style=\"font-weight: 400;\">49 CFR 171.8<\/span><\/i><\/a><i><span style=\"font-weight: 400;\"> as Intermediate bulk container or IBC means a rigid or flexible portable packaging, other than a cylinder or portable tank, which is designed for mechanical handling.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">IBC\u2019s are used to store and transport many chemicals, including flammables and corrosives, and are tested as <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/ca\/packaging\/\"><span style=\"font-weight: 400;\">UN performance packages<\/span><\/a><span style=\"font-weight: 400;\"> that have a marking something like this:\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-873418 size-full\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2021\/05\/ICC_UN.png\" alt=\"\" width=\"325\" height=\"69\" \/><\/p>\n<p><span style=\"font-weight: 400;\">For the rest of this story, we will focus on flammables contained in the IBC.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">PHMSA \u2013 49 CFR allows flammable liquids to be transported in IBCs. OSHA \u2013 29 CFR 1200.106 allows flammables to be stored in IBCs. Where the problem comes in is with the NFPA (National Fire Protection Association) \u2013 NFPA 30.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NFPA 30 is the Flammable and Combustible Liquids Code published by the National Fire Protection Association.\u00a0 The Code provides information for protection and prevention of the hazards associated with the storage and handling of flammable and combustible liquids. The Code is enforceable in most (not all) states.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NFPA only permits three types of IBCs in an industrial setting: Metal, rigid, or composite. Only flammable liquids with a flashpoint of 38\u00b0C (100\u00b0F) or higher are permitted to be stored in these containers. The IBC must be <\/span><b>listed and labeled<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What does <\/span><b>listed<\/b><span style=\"font-weight: 400;\"> mean? Listed means that the IBC has passed standards listed in Chapter 2 of the NFPA 30. A listed IBC has been tested for fire endurance. Unlisted IBCs have little fire protection and melt quickly during a fire, releasing the flammable contents. According to the NFPA, there are many IBCs on the market, but few are <\/span><b>listed and labeled,<\/b><span style=\"font-weight: 400;\"> creating a significant hazard.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To learn more about IBC\u2019s for flammable and combustible material, start with these two fact sheets\/FAQ from the NFPA:<br \/>\n<\/span><a href=\"https:\/\/nfpa.org\/-\/media\/Files\/News-and-Research\/Resources\/Research-Foundation\/IBC\/Fact-sheets\/ibc-FactSheetsCodeFireOfficials.ashx\" target=\"_blank\" rel=\"noopener noreferrer\">Fact Sheet #1<\/a><br \/>\n<a href=\"https:\/\/www.nfpa.org\/-\/media\/Files\/News-and-Research\/Resources\/Research-Foundation\/IBC\/Fact-sheets\/IBC-FAQSheet_Update.ashx\" target=\"_blank\" rel=\"noopener noreferrer\">Fact Sheet #2<\/a><\/p>\n<p><span style=\"font-weight: 400;\">Although ICC cannot provide you with IBCs for your product, we can offer <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/ca\/labels\/\"><span style=\"font-weight: 400;\">labeling<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/www.thecompliancecenter.com\/ca\/placards\/\"><span style=\"font-weight: 400;\">placarding<\/span><\/a><span style=\"font-weight: 400;\"> to meet OSHA and DOT\/TDG requirements.
