Dans la plupart des r\u00e8glements, comme le titre <a href=\"https:\/\/www.ecfr.gov\/current\/title-49\/subtitle-B\/chapter-I\/subchapter-C\/part-172\/subpart-B\/section-172.101\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.ecfr.gov\/current\/title-49\/subtitle-B\/chapter-I\/subchapter-C\/part-172\/subpart-B\/section-172.101\" target=\"_blank\" rel=\"noopener noreferrer\"><em>49 du Code of Federal Regulations<\/em><\/a><\/span><\/a>\u00a0(49 CFR) des \u00c9tats-Unis \u00a0 le \u00ab <span style=\"font-weight: 400;\"><a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/regulations\/sor-2001-286\/page-4.html\" target=\"_blank\" rel=\"noopener noreferrer\">R\u00e8glement sur le transport des marchandises dangereuses<\/a><\/span>\u00bb (RTMD) du Canada, cette approche \u00e0 deux volets est assez simple. Non seulement les batteries au lithium ont la f\u00e2cheuse habitude de s&#8217;enflammer si elles sont endommag\u00e9es ou mal emball\u00e9es, mais elles peuvent \u00eatre tr\u00e8s difficiles \u00e0 \u00e9teindre en vol. Ce probl\u00e8me s&#8217;est particuli\u00e8rement pos\u00e9 avec les batteries au lithium (m\u00eame les petites batteries grand public) emball\u00e9es en grandes quantit\u00e9s, comme sur des plateaux exp\u00e9di\u00e9s par les fabricants. Les incendies provoqu\u00e9s par des batteries install\u00e9es dans des \u00e9quipements (ou emball\u00e9es avec des \u00e9quipements) ont tendance \u00e0 \u00eatre moins graves, car moins de batteries sont \u00e0 proximit\u00e9, ce qui entra\u00eene un d\u00e9gagement de chaleur moindre et une moindre tendance \u00e0 la propagation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">C&#8217;est pourquoi l&#8217;Autorit\u00e9 de l&#8217;aviation civile internationale (OACI) a d\u00e9cid\u00e9 de fixer des limites tr\u00e8s strictes quant au nombre de batteries au lithium autonomes pouvant \u00eatre emball\u00e9es ensemble. Pour les batteries au lithium m\u00e9tallique ONU 3090, ces limites se trouvent dans l&#8217;instruction d&#8217;emballage 968, tandis que pour les batteries au lithium-ion ONU 3480, vous pouvez trouver les informations dans l&#8217;instruction d&#8217;emballage 965.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Les organismes de r\u00e9glementation ont cr\u00e9\u00e9 une norme pour les batteries au lithium \u00e0 haute puissance et deux options pour l&#8217;exp\u00e9dition des batteries \u00e0 faible puissance. Tout d&#8217;abord, pour les batteries de forte puissance, ils ont cr\u00e9\u00e9 ce qu&#8217;ils ont appel\u00e9 l&#8217;option IA. Elle s&#8217;applique aux puissances suivantes :<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">piles aux ions de lithium, de plus de 20 wattheures<\/span><\/li>\n<li><span style=\"font-weight: 400;\">batteries aux ions de lithiums (deux ou plusieurs piles connect\u00e9es ensemble), de plus de 100 wattheures<\/span><\/li>\n<li><span style=\"font-weight: 400;\">pilles au lithium m\u00e9tallique, de plus de 1,0 gramme de lithium m\u00e9tallique par batterie<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Batteries au lithium m\u00e9tallique, de plus de 2,0 grammes de lithium m\u00e9tallique au total par unit\u00e9 de batterie<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">L&#8217;option IA vous permet d&#8217;exp\u00e9dier jusqu&#8217;\u00e0 35 kilogrammes de poids net de batteries ou de pilles haute puissance par colis dans un emballage conforme aux sp\u00e9cifications de l&#8217;ONU, tel que des bo\u00eetes en carton 4G. Par ailleurs, les batteries de plus de 12 kilogrammes dot\u00e9es de bo\u00eetiers ext\u00e9rieurs solides et r\u00e9sistants aux chocs peuvent \u00eatre exp\u00e9di\u00e9es dans des emballages ext\u00e9rieurs qui ne sont pas de sp\u00e9cification ONU, mais suffisamment puissanes pour que, combin\u00e9es au bo\u00eetier, les batteries ne soient pas endommag\u00e9es par les manipulations normales li\u00e9es au transport a\u00e9rien.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cependant, la plupart des batteries grand public seront consid\u00e9r\u00e9es comme \u00e9tant de faible puissance. Cette classification comprend les batteries de consommation courante vendues en paquets, telles que les pilles de taille AA ou AAA, et les batteries de rechange ou de remplacement pour les appareils \u00e9lectroniques tels que les ordinateurs portables et les outils \u00e9lectriques. Le concept original \u00e9tait de les exp\u00e9dier comme ce qu&#8217;on appelle des batteries de section II. Ils ne n\u00e9cessiteraient pas d&#8217;autres marquages d&#8217;emballage que le \u00ab rep\u00e8re de manutention des batteries au lithium \u00bb, ne n\u00e9cessiteraient pas d&#8217;emballage conforme aux sp\u00e9cifications de l&#8217;ONU et ne n\u00e9cessiteraient pas de d\u00e9claration de l&#8217;exp\u00e9diteur pour les marchandises dangereuses pour la documentation. Il suffirait de les noter sur la lettre de transport a\u00e9rien.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-179367\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/cm\/l\/b\/lbusi6603_1.png\" alt=\"\" width=\"199\" height=\"199\" \/><\/span><\/p>\n<p><em><b>Illustration 2 &#8211; <\/b>Rep\u00e8re de manutention des batteries au lithium<\/em><\/p>\n<p>Cependant, en r\u00e9ponse aux incendies impliquant de grandes palettes de petites batteries, la r\u00e9glementation a\u00e9rienne a fix\u00e9 un nombre extr\u00eamement bas par colis lors de l&#8217;utilisation de la section II. Si les batteries ne d\u00e9passent pas 0,3 gramme de lithium ou 2,7 wattheures par pille, il est possible d&#8217;exp\u00e9dier jusqu&#8217;\u00e0 2,5 kilogrammes nets par colis. Il s&#8217;agit de tr\u00e8s petites batteries telles que les pilles boutons ou les piles AAA. Pour les piles de plus grande taille qui sont encore de faible puissance, comme les piles AA ou les batteries de rechange pour ordinateurs portables, on ne peut utiliser plus de huit piles ou deux pilles par bo\u00eete. Cela signifierait, par exemple, qu&#8217;il ne serait pas possible d&#8217;exp\u00e9dier par voie a\u00e9rienne un emballage-coque de 16 piles AA dans le cadre de la section II. En outre, il n&#8217;est pas possible d&#8217;exp\u00e9dier plus d&#8217;un colis de ce type par suremballage, tel qu&#8217;un plateau. Aux yeux de l&#8217;industrie a\u00e9rienne, cela emp\u00eacherait d&#8217;exp\u00e9dier de fortes concentrations de battries au lithium avec des exigences de transport r\u00e9duites, ce qui contribuerait \u00e0 un grave risque d&#8217;incendie.<\/p>\n<p>Pour permettre des colis l\u00e9g\u00e8rement plus importants de batteries autonomes de faible puissance, une troisi\u00e8me option a \u00e9t\u00e9 cr\u00e9\u00e9e, appel\u00e9e section IB. Cette option permettrait d&#8217;exp\u00e9dier jusqu&#8217;\u00e0 2,5 kg de batteries au lithium m\u00e9tallique ou 10 kg de batteries aux ions de lithium qui respectent les limites de puissance de la section II. Toutefois, le colis devra porter \u00e0 la fois le rep\u00e8re de manutention de batterie au lithium et toutes les exigences relatives \u00e0 un colis IA enti\u00e8rement r\u00e9glement\u00e9, comme une \u00e9tiquette de classe 9, l&#8217;appellation r\u00e9glementaire, le num\u00e9ro ONU et les adresses. En outre, l&#8217;envoi doit \u00eatre document\u00e9 sur la d\u00e9claration de l&#8217;exp\u00e9diteur pour les marchandises dangereuses. Le principal avantage \u00e9tait que le colis ne devait pas \u00eatre un colis de sp\u00e9cifications ONU.<\/p>\n<p>Veuillez prendre note que les batteries autonomes relevant des num\u00e9ros ONU 3090 et ONU 3480 sont, depuis de nombreuses ann\u00e9es, interdites dans les avions de passagers. La section utilis\u00e9e (IA, IB ou II) n&#8217;affecterait pas cette interdiction d&#8217;exp\u00e9dier des batteries autonomes \u00e0 bord d&#8217;un avion de passagers.<\/p>\n<p>M\u00eame ce compromis n&#8217;a pas satisfait de nombreuses compagnies a\u00e9riennes. Un certain nombre de compagnies a\u00e9riennes, telles que FedEx Express et UPS, ont adopt\u00e9 des variantes d&#8217;op\u00e9rateur qui interdisent l&#8217;acceptation des batteries au lithium de la section II, obligeant les exp\u00e9diteurs \u00e0 utiliser la section IB m\u00eame lorsque, par exemple, ils exp\u00e9dient un colis contenant deux piles boutons par bo\u00eete. Ils acceptaient toujours les envois relevant de la section II, mais uniquement si les batteries \u00e9taient install\u00e9es dans un \u00e9quipement ou emball\u00e9es avec celui-ci. Cela a cr\u00e9\u00e9 une grande confusion, car un colis parfaitement l\u00e9gal pr\u00e9par\u00e9 dans le cadre de la section II pour les num\u00e9ros ONU 3090 ou ONU 3480 pouvait \u00eatre retard\u00e9 ou m\u00eame ne pas pouvoir \u00eatre livr\u00e9 en raison des restrictions du transporteur.<\/p>\n<h2><b>La solution &#8211; \u00c9liminer la section II pour les batteries autonomes<\/b><\/h2>\n<p>L&#8217;OACI et l&#8217;IATA ont fini par r\u00e9soudre ce probl\u00e8me, mais peut-\u00eatre pas d&#8217;une mani\u00e8re qui satisfasse les exp\u00e9diteurs de grandes quantit\u00e9s de batteries de faible puissance. La solution consistait simplement \u00e0 supprimer la possibilit\u00e9 d&#8217;utiliser la section II pour les batteries autonomes.<\/p>\n<p>Ainsi, si vous vous r\u00e9f\u00e9rez \u00e0 l&#8217;\u00e9dition 2022 de la r\u00e9glementation <i>IATA<\/i> <i>sur la marchandises dangereuses<\/i> (63e \u00e9dition), vous ne trouverez pas la section II dans les instructions d&#8217;emballage 965 et 968, comme les ann\u00e9es pr\u00e9c\u00e9dentes. Au lieu de cela, les seules options dans ces instructions sont d&#8217;exp\u00e9dier selon la section IA (enti\u00e8rement r\u00e9glement\u00e9) ou la section IB (exigences d&#8217;emballage r\u00e9duites, mais marques et \u00e9tiquettes d&#8217;emballage compl\u00e8tes et d\u00e9claration de l&#8217;exp\u00e9diteur requises). Il y aura une note indiquant que les dispositions de la section II figurant dans la 62e \u00e9dition de 2021 peuvent \u00eatre utilis\u00e9es jusqu&#8217;au 31 mars 2022. Cela devrait donner aux entreprises qui ont utilis\u00e9 cette disposition suffisamment de temps pour r\u00e9organiser leurs syst\u00e8mes et, si n\u00e9cessaire, recycler leurs batteries.<\/p>\n<p>Veuillez prendre note qu&#8217;au Canada et aux \u00c9tats-Unis, les r\u00e9glementations nationales n&#8217;ont pas encore \u00e9t\u00e9 modifi\u00e9es pour refl\u00e9ter les m\u00eames restrictions. Le Canada n&#8217;a pas vraiment besoin de modifier le TMD puisque ce r\u00e8glement exige l&#8217;utilisation des r\u00e8glements actuels de l&#8217;OACI comme norme pour le transport a\u00e9rien. Les \u00c9tats-Unis peuvent autoriser l&#8217;exp\u00e9dition de batteries au lithium de faible puissance par voie a\u00e9rienne pour les prochains temps, jusqu&#8217;\u00e0 une harmonisation ult\u00e9rieure. Cependant, \u00e9tant donn\u00e9 que la plupart des compagnies a\u00e9riennes commerciales suivent le RMD de l&#8217;IATA, il est peu probable que de telles exp\u00e9ditions soient accept\u00e9es par l&#8217;un des principaux transporteurs a\u00e9riens.<\/p>\n<p>Veuillez garder \u00e0 l&#8217;esprit que ce changement s&#8217;applique <i>seulement<\/i> aux batteries autonomes exp\u00e9di\u00e9s sous les num\u00e9ros ONU 3090 et ONU 3480. Les batteries au lithium contenues dans ou emball\u00e9es avec des \u00e9quipements (ONU 3091\/ONU 3481) seront toujours accept\u00e9es selon les r\u00e8gles de l&#8217;OACI\/IATA en tant que section II. En outre, le changement n&#8217;affecte pas les dispositions relatives \u00e0 l&#8217;exp\u00e9dition de batteries au lithium de faible puissance par voie terrestre (49 CFR\/TMD) ou maritime (en utilisant le code IMDG).<\/p>\n<h2><b>Conclusion<\/b><\/h2>\n<p>Bien qu&#8217;il n&#8217;y ait pas encore de donn\u00e9es indiquant que ce changement am\u00e9liorera la s\u00e9curit\u00e9 des exp\u00e9ditions de batteries au lithium autonomes, il simplifie au moins les r\u00e8gles relatives \u00e0 leur exp\u00e9dition. Les entreprises qui utilisent actuellement la section II pour les exp\u00e9ditions des num\u00e9ros ONU 3090 et ONU 3480 devront \u00e9tablir de nouveaux plans pour 2022, mais disposeront au moins d&#8217;une p\u00e9riode de transition de trois mois. Barbara is the author of ICC\u2019s TDG Clear Language Driver and Handler\u2019s Guide.
