{"id":859650,"date":"2022-01-10T07:00:13","date_gmt":"2022-01-10T12:00:13","guid":{"rendered":"https:\/\/www.thecompliancecenter.com\/ca\/?p=859650"},"modified":"2022-01-10T07:04:27","modified_gmt":"2022-01-10T12:04:27","slug":"are-you-a-producer-of-the-following-hazardous-products-in-ontario","status":"publish","type":"post","link":"https:\/\/www.thecompliancecenter.com\/ca\/help-center\/articles\/are-you-a-producer-of-the-following-hazardous-products-in-ontario\/","title":{"rendered":"Are you a producer of the following hazardous products?"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-875657\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2022\/01\/ICC_HazardousProductUpdate_Blog_1-2022.png\" alt=\"\" width=\"1001\" height=\"301\" \/><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Refillable and non-refillable pressurized containers to include propane containers<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Oil filters<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Antifreeze<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Oil containers<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Paints and coatings<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Pesticides<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Solvents<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Barometers, thermometers, and thermostats<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Fertilizers<\/span><\/li>\n<\/ul>\n<p><b>Are you aware of the new hazardous and special product regulation (HSP)?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This new regulation that came into effect on October 1<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\">, 2021, is part of the Resource Recovery and Circular Economy Act, 2016 (RRCEA) but is under the umbrella of the Resource Productivity and Recovery Authority (RPRA). The fundamental purpose of this new regulation builds on other similar regulations related to waste, for example &#8211; waste tires, batteries, and electrical and electronic equipment (EEE) regulations. This new addition will tackle the waste generated primarily by the automotive industry, with similar goals to:<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">Divert some very specific hazardous product waste from landfills, and;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Divert the financial cost of recovery of the resulting waste to also include packaging back to the producers of the product.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">The Resource Productivity and Recovery Authority (RPRA) does not determine the policy, but it simply enforces what the Ontario\u2019s Ministry of the environment, conservation, and parks legislates. Thus, the RPRA ensures the producers establish collection and management systems to meet regulatory requirements.<\/span><\/p>\n<p><b>\u00a0If I am a producer, what should I do next?<\/b><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">Producers must register with the <a href=\"https:\/\/rpra.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">RRPA<\/a> <\/span><span style=\"font-weight: 400;\">then; <\/span><\/li>\n<li><span style=\"font-weight: 400;\"> \u00a0 \u00a0 <\/span><span style=\"font-weight: 400;\">They can partner with a registered Producer Responsibility Organization (PRO). PROs can assist and be contracted by producers to provide collection, management, and administrative services to help meet regulatory obligations. <a href=\"https:\/\/rpra.ca\/programs\/hazardous-and-special-products\/hazardous-and-special-products-pros\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Click here<\/strong><\/a> for more information.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Other upcoming regulations to be aware of:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">Coming into play as of July 1<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\">, 2023 (and having a gradual transition period until December 31, 2025), the current <\/span><b>blue box program <\/b><span style=\"font-weight: 400;\">plan will transition to the new regulatory framework for resource recovery. There are three types of blue box materials: product packaging, paper products, or packaging-like products;<\/span><\/li>\n<li><span style=\"font-weight: 400;\">December 1<\/span><span style=\"font-weight: 400;\">st<\/span><span style=\"font-weight: 400;\">, 2021, the excess Soil Registry will come into effect to keep track of the 25 million cubic meters of excess soil that is dug up and moved during construction. Soil is valuable, but there is a need to ensure the environmental cost of moving such amounts by trucks, keep track of its environmental impacts, and protect municipalities from illegal dumping.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In closing, these new regulations will certainly impact some of you working in the automotive industry and in the future in our homes when recycling and utilizing blue boxes. Initially as an Infantry section Commander in the Princess Patricia Canadian Lite Infantry (PPCLI), he served on two peace keeping missions in the former Yugoslavia, and one combat tour in Afghanistan where his unit was awarded the Governor General Unit Citation for actions in combat. He then continued to serve as a member of the Royal Canadian Air Force as a firefighter, where he completed a diploma in Fire Science\/ Fire-fighting from Memorial University and Occupational Health and Safety diploma from the University of New Brunswick. Lastly, in his career with the Canadian Forces, he served as a member of the Joint Incident Response Unit (CJIRU) as a Chemical, Biological, Radiological and Nuclear Operator (CBRN Op), part of the Canadian Special Operation Command (CANSOFCOM).
