{"id":859767,"date":"2022-02-02T07:00:55","date_gmt":"2022-02-02T12:00:55","guid":{"rendered":"https:\/\/www.thecompliancecenter.com\/ca\/?p=859767"},"modified":"2025-09-05T09:04:37","modified_gmt":"2025-09-05T13:04:37","slug":"shipping-small-quantities-per-the-49-cfr-173-4","status":"publish","type":"post","link":"https:\/\/www.thecompliancecenter.com\/ca\/help-center\/articles\/shipping-small-quantities-per-the-49-cfr-173-4\/","title":{"rendered":"Shipping Small Quantities per the 49 CFR 173.4"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-875783 size-full\" src=\"https:\/\/www.thecompliancecenter.com\/wp-content\/uploads\/2022\/01\/ICC_ShippingSmallQuantities49CFR_Blog_1-2022.png\" alt=\"\" width=\"1001\" height=\"301\" \/><\/p>\n<p><span style=\"font-weight: 400;\">As I\u2019ve mentioned in my previous blogs, it could be beneficial for you if you are shipping hazardous materials in excepted quantities and limited quantities by relieving you from parts of the various regulations. In those cases, there are limits to the amount of dangerous goods allowed per inner packaging if you want to reap the benefits of the exceptions. In addition to those exceptions, there is another one you can use when shipping even smaller amounts domestically by highway or rail within the United States that would relieve you from almost all of the <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/us-49-cfr\/\" target=\"_blank\" rel=\"noopener noreferrer\">49 CFR regulations<\/a><\/span><span style=\"font-weight: 400;\">, this is called the small quantities exception.<\/span><\/p>\n<h2><b>What are Small Quantities?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Small Quantities are mentioned at 173.4 in the 49 CFR. If you are shipping 30 <\/span><span style=\"font-weight: 400;\">mL (1 ounce) or less per inner packaging of authorized liquids or 30 grams (1 ounce) or less of authorized <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=f40088d0d6d7271ce078cd014bc8adcf&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">solid<\/a><\/span><span style=\"font-weight: 400;\">\u00a0materials per inner packaging ,<\/span><span style=\"font-weight: 400;\"> when you are shipping domestically by highway or rail, you are not subject to the regulations to the 49 CFR other than what is mentioned in this section. In addition to the inner packaging limits mentioned above, the gross mass of the completed outer <\/span><span style=\"font-weight: 400;\">package can\u2019t<\/span><span style=\"font-weight: 400;\"> exceed 29 kg. The materials included in this exception are quantities of Division 2.2 (except aerosols with no subsidiary hazard), Class 3, Division 4.1, Division 4.2 (PG II and III), Division 4.3 (PG II and III), Division 5.1, Division 5.2, Division 6.1, Class 7, Class 8, and Class 9 materials. If you are shipping a division 6.1 PG I Hazard zone A or B material, the allowable limit <\/span><span style=\"font-weight: 400;\">per inner packaging drops to one gram (0.04 ounce). <\/span><span style=\"font-weight: 400;\">Just to note, lithium batteries and cells are not eligible for the <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=3c1be00c3cc02e13bc7322f960a0253b&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">exceptions<\/a><\/span><span style=\"font-weight: 400;\">\u00a0provided in this section.<\/span><\/p>\n<h2><b>How can I use this Exception?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Although this exception does relieve you from <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/packaging\/\" target=\"_blank\" rel=\"noopener noreferrer\">UN packaging<\/a><\/span><span style=\"font-weight: 400;\">, <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/labels\/\" target=\"_blank\" rel=\"noopener noreferrer\">labeling<\/a><\/span><span style=\"font-weight: 400;\">, <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/placards\/worded-placards\/\" target=\"_blank\" rel=\"noopener noreferrer\">placarding<\/a><\/span><span style=\"font-weight: 400;\">, and <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/forms\/\" target=\"_blank\" rel=\"noopener noreferrer\">dangerous goods declarations<\/a><\/span><span style=\"font-weight: 400;\">, there are a few important requirements in regards to the packaging and a few other notes worth mentioning. <\/span><span style=\"font-weight: 400;\">With the exception of temperature sensing devices, each inner packaging must not be<\/span> <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=23c49c047f0a71240d64efb5f42c3d4d&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">liquid<\/a><span style=\"font-weight: 400;\">-full at 55 \u00b0C (131 \u00b0F), and must be constructed of plastic having a <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=143b8f637d139ee99a537e0a54e10cb1&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">minimum thickness<\/a><\/span><span style=\"font-weight: 400;\"> of no less than 0.2 mm (0.008 inch), or earthenware, glass, or metal. In addition, each inner packaging that has a removable closure, has to have the closure held securely in place with a positive means such as tape for example. Unless equivalent cushioning and absorbent material surrounds the inside <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=83a453a0c107c9f6872bb4adbbcaa9cb&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">packaging<\/a><\/span><span style=\"font-weight: 400;\">, each inner packaging must be securely packed in an inside <a href=\"https:\/\/www.law.cornell.edu\/definitions\/index.php?width=840&amp;height=800&amp;iframe=true&amp;def_id=83a453a0c107c9f6872bb4adbbcaa9cb&amp;term_occur=999&amp;term_src=Title:49:Subtitle:B:Chapter:I:Subchapter:C:Part:173:Subpart:A:173.4\" target=\"_blank\" rel=\"noopener noreferrer\">packaging<\/a><\/span><span style=\"font-weight: 400;\"> with cushioning and absorbent material that will not react chemically with the material and is capable of absorbing the entire contents if it is a liquid. When it comes to the outer packaging, the completed package has to be capable of sustaining free drops at the bottom, top, sides, and corner of the box at 1.8 meters high without breakage or leakage of the inner packaging and without losing effectiveness in the outer packaging as well as the completed package must be capable of passing a stacking test as mentioned in 178.606 (c).
