I spend much of my day writing <\/span>Safety Data Sheets (SDS)<\/span><\/a> for customers, many of which are knowledgeable on the requirements, but don\u2019t always understand that GHS (<\/span>OSHA HazCom 2012<\/span><\/a> or <\/span>WHMIS<\/span><\/a>) is a hazard-based system.<\/span>\u00a0<\/span><\/p>\n

One of the premises that was introduced with the Globally Harmonized System (GHS) was the term \u201chazard\u201d in place of \u201crisk.\u201d This was also changed in the transportation regulations, including <\/span>49CFR<\/span><\/a>, <\/span>TDGR<\/span><\/a>, <\/span>IATA<\/span><\/a>\/<\/span>ICAO<\/span><\/a> and <\/span>IMDG<\/span><\/a> a few years ago.<\/span>\u00a0<\/span><\/p>\n

\u201cThere is only 5% of chemical X in my formulation, how could it possibly have a corrosive pictogram\u201d my customer would say. Pre-GHS, using the risk-based system, perhaps it could have been classified as an irritant.\u00a0 However, with a hazard-based system, it is based on classification and cut-off values.<\/span>\u00a0<\/span><\/p>\n

According to CCOHS<\/a>:<\/p>\n

A\u202fhazard\u202f<\/b>is any source of\u202fpotential<\/b>\u202fdamage, harm or adverse health effects on something or someone.\u00a0<\/em><\/p>\n

Basically, a hazard is the potential for harm or an adverse effect (for example, to people as health effects, to organizations as property or equipment losses, or to the environment).\u00a0<\/em><\/p>\n

Risk<\/b>\u202fis the chance or probability that a person will be harmed or experience an adverse health effect if exposed to a hazard. It may also apply to situations with property or equipment loss, or harmful effects on the environment.\u00a0<\/em><\/p>\n

For example: the risk of developing cancer from smoking cigarettes could be expressed as: cigarette smokers are 12 times (for example) more likely to die of lung cancer than non-smokers.\u00a0<\/em><\/p>\n

 <\/p>\n

Let\u2019s look at an example:<\/span>\u00a0<\/span><\/p>\n

Product is a degreaser (surfactant). Marketed as a natural cleaning agent.<\/span>\u00a0<\/span><\/p>\n

It has 3.1% of an ingredient that has a classification of Eye Damage, due the irreversible damage it causes.<\/span>\u00a0<\/span><\/p>\n

Under GHS (OSHA\/WHMIS) Eye Damage is based on \u22653% of a substance classified as Eye Damage. Therefore, if there is 3.1% of the substance in the mixture, it meets the criteria. It does not matter if the risk to the user is minimal, if the product is considered \u201csafe\u201d, \u201cnatural\u201d or a \u201cchemical alternative\u201d.<\/span>\u00a0<\/span><\/p>\n

\"\"<\/span><\/p>\n

Like it or not, the Classification for this product is Eye Damage, Category 1<\/span>\u00a0<\/span><\/p>\n
