One of his best-known bits is on oxymorons. An oxymoron, is basically a set of contradictory terms that work together. While not the greatest of explanations, let&#8217;s have George give you some <a href=\"https:\/\/www.youtube.com\/watch?v=E6deudS3t7E\">examples<\/a> to make the point.<\/p>\n<p>This concept came to mind on the heels of the DOT\u2019s Pipeline and Hazardous Materials Safety Administration (PHMSA) and the DOL\u2019s Occupational Safety and Health Administration\u2019s (OSHA) joint video on labeling.\u00a0Those two organizations are just that, 2 different organizations, yet they released a joint video?\u00a0It sounded like a setup to a bad joke.\u00a0Turns out I was wrong.<\/p>\n<p>The video does a great job of explaining the focus of each organization and goes a long way to clearing the air.\u00a0There are references to the regulations used by each, but not a lot of time is spent on &#8220;regulatory language&#8221; or the details of either one.<\/p>\n<p><iframe loading=\"lazy\" title=\"USDOT and OSHA HazCom Basics\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/g9EesPwskkI?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<h3>Comparing PHMSA vs OSHA<\/h3>\n<p>Here is my version of the comparisons between the two and how closely the align based on the video.<\/p>\n<table>\n<thead>\n<tr>\n<th width=\"33%\">PHMSA<\/th>\n<th width=\"33%\">OSHA<\/th>\n<th>Take Away<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr valign=\"top\">\n<td>Regulates hazardous materials in transport<\/td>\n<td>Regulates hazardous chemicals in the workplace<\/td>\n<td>Both want people to be safe.<\/td>\n<\/tr>\n<tr valign=\"top\">\n<td>Uses the Hazardous Materials Regulation<\/td>\n<td>Uses the Hazard Communication Standard<\/td>\n<td>Both have a set of &#8220;rules&#8221;.<\/td>\n<\/tr>\n<tr valign=\"top\">\n<td>Defines Hazardous Material as those that pose an unreasonable risk to health, safety and property when transported in commerce<\/td>\n<td>Defines Hazardous Chemical as those that have any physical, health, simple asphyxiant, combustible dust, pyrophoric gas or other hazards<\/td>\n<td>Both clearly indicate what could be hurtful to people.<\/p>\n<p>It is possible for something to be both a hazardous material and hazardous chemical.<\/td>\n<\/tr>\n<tr valign=\"top\">\n<td>Uses a system of marks, labels and placards on the outside of packages and vehicles during transport to convey hazards.<\/td>\n<td>Uses a system labels on the outside of the immediate container to convey hazards.<\/td>\n<td>Both have a clear system and could appear on certain packages.\u00a0Click here for a poster (PDF).<\/p>\n<p>You have to understand each one to fully comprehend the information.<\/td>\n<\/tr>\n<tr valign=\"top\">\n<td>Utilizes an Shipping Paper to convey information<\/td>\n<td>Utilizes a Safety Data Sheet to convey information<\/td>\n<td>Both have an information accessible on a single document.<\/td>\n<\/tr>\n<tr valign=\"top\">\n<td><a href=\"https:\/\/www.phmsa.dot.gov\/standards-rulemaking\/hazmat\/hazardous-materials-regulations\" target=\"_blank\" rel=\"noopener noreferrer\">Additional Resources \u00bb<\/a><\/td>\n<td><a href=\"https:\/\/www.osha.gov\/dsg\/hazcom\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Additional Resources \u00bb<\/a><\/td>\n<td>Both have easy to find additional help.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3>The Take Away<\/h3>\n<p>Overall, these two are quite similar in their goal to keep people safe. It is in the details of each one that the true differences are discovered.
