The <a href=\"https:\/\/tc.canada.ca\/en\/dangerous-goods\/aqueous-solutions-alcohol-class-3-flammable-liquids\" target=\"_blank\" rel=\"noopener\">full guidance can be found here<\/a>.<\/p>\n<p>This guidance does not change the <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/canadian-tdg\/\" target=\"_blank\" rel=\"noopener\">Transportation of Dangerous Goods regulations<\/a> but clarifies Paragraph 1.36 (b), which is an exemption for flammable liquids.<\/p>\n<p>Paragraph 1.36(b) states:<\/p>\n<p>an aqueous solution of alcohol if the aqueous solution has a flash point greater than 23\u00b0C and<\/p>\n<ul>\n<li><strong>(i)<\/strong>\u00a0contains alcohol that is less than or equal to 50% by volume and at least 50% by volume of a substance that is not dangerous goods, and<\/li>\n<li><strong>(ii)<\/strong>\u00a0is contained in a small means of containment.<\/li>\n<\/ul>\n<p>The guidance specifically states that aqueous solutions are a mixture of alcohol and water. These solutions could be windshield washer fluids. Those containing methanol may especially benefit from the exemption.<\/p>\n<p>Such solutions would be exempt if they have a flash point greater than 23\u00b0C, an alcohol content less than or equal to 50% by volume, and at least 50% by volume of a substance that is not a dangerous good, and it must be contained in a small means of containment.<\/p>\n<p>It should be noted that flammable liquids (with the exception of methanol) with a subsidiary hazard are excluded from this exemption.<\/p>\n<p>The user must also be careful of the concentration shown. WHMIS allows a range of 30-60% or 45-70%.
