U.S. Executive Order 14294 Changes Direction on DOT Penalties<\/strong><\/h3>\n

This executive order directs all federal departments, including the Department of Transportation, to concentrate more on using civil penalties in preference to criminal ones. This ties in with a PHMSA Notice of Proposed Rulemaking aimed at preventing \u201cover-regulation.\u201d<\/p>\n

FMCSA Registration System<\/strong><\/h3>\n

The Federal Motor Carrier Safety Administration has updated its registration requirements for carriers, including those who carry hazardous materials.<\/p>\n

DOT Notice of Enforcement for Rail Consists<\/strong><\/h3>\n

The DOT has issued a notice of enforcement that will, in effect, extend the deadline for another year for Class I railroads to provide real-time rail consists (a shipping document used by emergency responders).

Transport Canada Announces New Packaging Standard for Small Means of Containment<\/strong><\/h3>\n

A new standard for UN specification small means of containment, CAN\/CGSB-43.146, has been published. However, it has not yet been put into force to replace the current standard TP14850.

U.S. DOT and Transport Canada Phase Out Class 111 Railway Tank Cars for Flammable Liquids<\/strong><\/h3>\n

The long-awaited phaseout of Class 111 railway tank cars for use with flammable liquids was finalized on May 1, 2025. While it is a complete ban in Canada, it will only apply to Packing Group I flammable liquids currently in the United States.

IATA Issues Addendum to 66th<\/sup> Edition of the Dangerous Goods Regulations<\/strong><\/h3>\n

IATA has issued an addendum to the 66th<\/sup> edition of the Dangerous Goods Regulations. This includes many new variations and special provisions, and corrections on sodium-ion batteries.

IATA Issues Memo on \u201cMinor Discrepancies\u201d<\/strong><\/h3>\n

IATA has issued a memo to member operators reminding them that shipments do not have to be refused for \u201cminor discrepancies\u201d on shipping papers that would not pose a safety hazard.<\/p>\n

Health Canada Issues Updated Fees for Trade Secret Exemptions under HMIRA<\/strong><\/h3>\n

Health Canada has published its annual adjustment to fees for claims for exemption under the Hazardous Materials Information Review Act\u00a0<\/em>(HMIRA). These came into effect April 1, 2025.<\/p>\n

Health Canada Publishes New Substance Assessments<\/strong><\/h3>\n

As an aid to suppliers classifying substances for the Canadian \u201cHazardous Products Regulations,\u201d Health Canada has established a list of \u201cSubstance Assessments\u201d giving suggested classifications to common chemicals. The next tranche, including chemicals such as ethylene glycol and styrene, has been released.

European CLP Regulations Updated<\/strong><\/h3>\n

The European Union has issued updates to the \u201cClassification, Labelling and Packaging Regulations\u201d (an equivalent to WHMIS and OSHA). Changes include new rules for supplier identification, revised classification of environmental hazards, reduced labeling for small containers, more on when fold-out labels can be used, and provisions for digital labelling.

Barbara is the author of ICC\u2019s TDG Clear Language Driver and Handler\u2019s Guide.
