If you ship by air, reading the Addendum is not optional \u2014 it changes how certain shipments are classified, prepared, and accepted.<\/p>\n<p>Although the regulations are published annually, the Addendum corrects and clarifies requirements that were identified after publication. These updates are highlighted in the book (yellow in PDF, grey in print), but compliance depends on actually applying them \u2014 not just owning the manual.<\/p>\n<p>Below is a breakdown of the most important changes and what they mean for you.<\/p>\n<h3><strong>Section 1 \u2013 New Exception for Data Loggers and Tracking Devices (Lithium)<\/strong><\/h3>\n<p>A significant clarification was added in Section 1.2.7 for <strong>data loggers and cargo tracking devices that contain lithium batteries<\/strong>.<\/p>\n<p>Under the new wording, data loggers and tracking devices <strong>are not subject to most IATA DGR requirements<\/strong> if all conditions are met:<\/p>\n<ul>\n<li>The devices must be in use or intended for use during transport<\/li>\n<li>The lithium cells or batteries must comply with the UN testing standard<\/li>\n<li>Lithium-ion batteries must not exceed <strong>20 Wh per cell or battery<\/strong><\/li>\n<\/ul>\n<p>This creates relief for companies that use smart trackers for temperature, location, or shipment condition \u2014 <em>but<\/em> there is an important restriction.<\/p>\n<h4><strong>The Exception Does Not Apply If:<\/strong><\/h4>\n<p>The device is shipped as a consignment under Packing Instruction <strong>967, 970, or 978<\/strong>. In those cases, full dangerous goods compliance still applies.<\/p>\n<h3><strong>Section 2 \u2013 Passenger Provisions for Spare Lithium Batteries (Renumbered)<\/strong><\/h3>\n<p>Section 2.3.3.2 was renumbered and clarified for spare lithium batteries in passenger baggage.<\/p>\n<p>Key points include:<\/p>\n<ul>\n<li>Spare lithium batteries, including power banks, are <strong>not permitted in checked baggage<\/strong><\/li>\n<li>Passengers are limited in how many high-watt-hour batteries they may carry<\/li>\n<li>Batteries should <strong>not be charged during flight<\/strong> using in-seat power<\/li>\n<\/ul>\n<h3><strong>Section 4 \u2013 New Dangerous Goods Entries Added<\/strong><\/h3>\n<p>New entries were added to the <strong>List of Dangerous Goods<\/strong> for specific detonators used in blasting operations.<\/p>\n<p>These updates reflect changes in how certain explosive articles are classified and permitted by air. While not lithium-related, companies shipping industrial equipment or specialized components should review Section 4.2 carefully for any affected items.<\/p>\n<h4><strong>Special Provision Change \u2013 Oxygen Generators Clarified<\/strong><\/h4>\n<p>Special Provision <strong>A116<\/strong> was updated to clarify when chemical oxygen generators may be shipped.<\/p>\n<p>If the oxygen generator contains an explosive actuating device, it may only be transported when it is excluded from Class 1 using the appropriate classification pathway.<\/p>\n<h3><strong>Section 7 \u2013 Battery Mark Updated (New UN Numbers)<\/strong><\/h3>\n<p>The lithium battery marking rules have been updated to include <strong>sodium ion batteries<\/strong>.<\/p>\n<p>The battery mark must now display the appropriate UN number:<\/p>\n<ul>\n<li><strong>UN 3090<\/strong> \u2013 Lithium metal<\/li>\n<li><strong>UN 3480<\/strong> \u2013 Lithium ion<\/li>\n<li><strong>UN 3551<\/strong> \u2013 Sodium ion batteries<\/li>\n<\/ul>\n<h3><strong>Section 8 \u2013 Documentation Now Required When SDS Is Used for Classification<\/strong><\/h3>\n<p>When a product is classified using Safety Data Sheet-based criteria under the revised classification rule, the Shipper\u2019s Declaration must include:<\/p>\n<p>\u201cClassified in accordance with 3.0.1.7 of the DGR\u201d<\/p>\n<p>Additionally, the approval number must appear on the declaration, and a copy of the approval must travel with the shipment.<\/p>\n<p>The Air Waybill rules were also expanded. When a Shipper\u2019s Declaration is not required, certain details <strong>must still appear on the Air Waybill<\/strong>, including UN number, proper shipping name, and additional handling statements where applicable.<\/p>\n<h3><strong>Section 9 \u2013 Acceptance Table Updated for Sodium Ion Batteries<\/strong><\/h3>\n<p>Table 9.1.A was updated with clearer rules for <strong>UN 3552 sodium ion batteries<\/strong> shipped under Section II.<\/p>\n<p>For these shipments:<\/p>\n<ul>\n<li>A Shipper\u2019s Declaration is not required<\/li>\n<li>A NOTOC is not required<\/li>\n<li>Battery marking may not be required<\/li>\n<li>Formal acceptance procedures still apply<\/li>\n<\/ul>\n<p>If you ship lithium batteries, sodium ion batteries, tracking devices, or specialty equipment by air, these updates directly affect you. The rules come from the International Civil Aviation Organization and are operationalized by the International Air Transport Association \u2014 and compliance is expected on day one.<\/p>\n<p>Ensure that your regulations have been updated, and shippers have been informed.<\/p>\n<h2>Addendums for the IATA 2026 DGR, 67th Edition:<\/h2>\n<p><em>Download, print, and insert addendums into your publication.
