Although they sound alike, they\u2019re not interchangeable across regulatory frameworks.<\/p>\n<p>This topic arose during a recent help desk call, where a customer requested UN number placards for a large EV battery shipment &#8211; compliant with Canadian regulations. At first glance, this might raise questions: why placard something that doesn\u2019t meet the definition of a bulk package?<\/p>\n<p>The answer lies in how different jurisdictions define and apply these terms. What qualifies as a <em>bulk package<\/em> in the United States under 49 CFR isn\u2019t necessarily the same as a <em>large means of containment<\/em> under Canada\u2019s TDG Regulations. To make things even more interesting, the IMDG Code throws its own definitions into the mix.<\/p>\n<h4><strong>Why Dangerous Goods Terminology Matters<\/strong><\/h4>\n<p>Let\u2019s break it down.<\/p>\n<p>When transporting dangerous goods, terminology can differ significantly between regulations\u2014even when describing similar concepts. Understanding how terms like &#8220;bulk,&#8221; &#8220;large means of containment,&#8221; and &#8220;large packaging&#8221; or &#8220;bulk container&#8221; are used in 49 CFR (U.S.), TDG (Canada), and the IMDG Code (international maritime) is essential for compliance, especially in multimodal and cross-border shipments.<\/p>\n<h4><strong>\u201cBulk\u201d in 49 CFR (U.S. Department of Transportation)<\/strong><\/h4>\n<p>Definition (<a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/us-49-cfr\/\" target=\"_blank\" rel=\"noopener\">49 CFR \u00a7171.8<\/a>): Bulk packaging means a packaging (other than a vessel or barge), including a transport vehicle or freight container, in which hazardous materials are loaded with no intermediate form of containment, and which has:<\/p>\n<ul>\n<li>A capacity greater than 119 gallons (450 liters) for liquids;<\/li>\n<li>A net mass greater than 882 pounds (400 kilograms) or a capacity greater than 119 gallons for solids;<\/li>\n<li>A water capacity greater than 1,000 pounds (454 kilograms) for gases.<\/li>\n<\/ul>\n<p><strong>Important notes:<\/strong><\/p>\n<ul>\n<li>Focuses on direct containment of hazardous materials.<\/li>\n<li>Encompasses containers like cargo tanks, tank cars, portable tanks, and IBC-type containers if used without inner packaging.<\/li>\n<li>Triggers specific regulations for placarding, marking, and segregation during transportation.<\/li>\n<\/ul>\n<h4><strong>\u201cLarge Means of Containment\u201d in TDG (Canada)<\/strong><\/h4>\n<p>Definition (<a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/canadian-tdg\/\" target=\"_blank\" rel=\"noopener\">TDG Regulations<\/a>, Section 1.4): Large means of containment means a means of containment with a capacity greater than 450 liters.<\/p>\n<p><strong>Important notes:<\/strong><\/p>\n<ul>\n<li>Defined only by volume, not by contents or packaging configuration.<\/li>\n<li>Encompasses a wide range of containment systems:\n<ul>\n<li>Intermediate bulk containers (IBCs)<\/li>\n<li>Portable tanks<\/li>\n<li>Cargo tanks<\/li>\n<li>Freight containers<\/li>\n<\/ul>\n<\/li>\n<li>Does not require bulk loading\u2014a large means of containment may still hold smaller packaged goods.<\/li>\n<\/ul>\n<h4><strong>So, what\u2019s the difference?<\/strong><\/h4>\n<p>While \u201cbulk\u201d in 49 CFR implies direct containment, \u201clarge means of containment\u201d is broader and can apply to both bulk and non-bulk situations, as long as the container exceeds 450 L.<\/p>\n<h4><strong>How the IMDG Code Uses Similar\u2014but Different\u2014Terminology<\/strong><\/h4>\n<p>Just for fun, let\u2019s look at how the IMDG further differs (ever so slightly)<\/p>\n<p>Equivalent Terms in the <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/imdg-code\/\" target=\"_blank\" rel=\"noopener\">IMDG Code<\/a> (International Maritime)<\/p>\n<p>The IMDG Code (based on the UN Model Regulations) doesn\u2019t use the terms \u201cbulk\u201d or \u201clarge means of containment\u201d in the same way.
