Under the <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/product-category\/publications\/iata\/\" target=\"_blank\" rel=\"noopener\"><strong>IATA Dangerous Goods Regulations (DGR)<\/strong><\/a>, section <strong>1.6 Adequate Instructions for Shippers of Section II Lithium and Sodium Batteries<\/strong>, it is clearly stated that anyone involved in preparing or shipping these types of batteries must receive <strong>adequate instructions<\/strong> on how to do so correctly.<\/p>\n<h4><strong>What Section II Battery Shipments Usually Include<\/strong><\/h4>\n<p>These shipments typically involve <strong>low-power lithium or sodium cells or batteries<\/strong> that are <strong>contained in or packed with equipment<\/strong>, which fall under what was traditionally known as \u201cSection II\u201d packaging requirements. While they may be <strong>exempt from full <a href=\"https:\/\/www.thecompliancecenter.com\/ca\/training-courses\/\" target=\"_blank\" rel=\"noopener\">dangerous goods training<\/a><\/strong>, they are <strong>not exempt from instruction<\/strong>.<\/p>\n<h4><strong>Minimum Elements of Adequate Instruction<\/strong><\/h4>\n<p>Under <strong>section 1.6.2<\/strong>, employers should, at a minimum, consider the following elements when ensuring their personnel are adequately instructed:<\/p>\n<ul>\n<li><strong>Classification<\/strong> of the lithium or sodium batteries being shipped<\/li>\n<li><strong>Documentation of procedures<\/strong> applied to those shipments<\/li>\n<li><strong>Written work instructions or other documentation<\/strong>, including automated systems or controls<\/li>\n<li><strong>Review and understanding<\/strong> of documented procedures applicable to each job function<\/li>\n<li><strong>Instruction records<\/strong>, including the date(s) of training for all employees<\/li>\n<li><strong>Refresher instruction<\/strong> at least every two years, or whenever documented instructions or regulations are revised<\/li>\n<li><strong>Reverse logistics<\/strong>, including the mode of transport and any applicable prohibitions<\/li>\n<\/ul>\n<h4><strong>Why Employers Should Document Training<\/strong><\/h4>\n<p>In short, even though certain requirements under the IATA DGR may not apply to low-power lithium or sodium batteries, <strong>due diligence<\/strong> still requires that employees be <strong>adequately informed<\/strong> about what they are shipping and when a shipment may fall <strong>outside the exemption<\/strong> under Section 2 (or Part 1.6).<\/p>\n<h4><strong>A Common Misconception in Battery Shipping<\/strong><\/h4>\n<p>To provide context, during training sessions I have conducted, many participants have expressed surprise saying things like, <em>\u201cWe only ship exempted batteries, so why do we need training?\u201d<\/em> My answer always points back to <strong>Section 1.6<\/strong>.
