Early Registration Opens June 1, 2026<\/strong><\/h4>\n

The U.S. Department of Transportation\u2019s Pipeline and Hazardous Materials Safety Administration (PHMSA) has announced several important changes to the Hazardous Materials Registration Program beginning with the 2026\u20132027 registration year. Companies involved in the transportation of hazardous materials should review these updates carefully and prepare for a fully electronic registration process.<\/p>\n

Early registration for the 2026\u20132027 registration year will officially open on June 1, 2026. PHMSA has stated that early registration will not be available prior to that date, so registrants are encouraged to plan accordingly.<\/p>\n

Major Changes to the Registration Process<\/strong><\/h4>\n

Beginning with the 2026\u20132027 registration cycle, PHMSA will transition to a fully electronic registration and payment system. PHMSA will no longer accept paper registration forms. All registrations must be submitted electronically through the new online system. In addition, payments by check will no longer be permitted. All registration fees must be paid electronically.<\/p>\n

According to PHMSA, this change aligns with White House Executive Order 14247, \u201cModernizing Payments To and From America\u2019s Bank Account,\u201d and is intended to create a faster, more secure, and more efficient payment process.<\/p>\n

For companies that have historically relied on mailing paper forms and checks, this will represent a significant operational change. Businesses should ensure they are prepared to complete registrations and payments digitally as the new registration period opens.<\/p>\n

Refund Policy Changes<\/strong><\/h4>\n

PHMSA is also updating its refund policy beginning with the 2026\u20132027 registration year. Partial refunds will no longer be issued. As a result, registrants are strongly encouraged to carefully review all information prior to submitting their registration. Errors that previously may have qualified for a partial refund adjustment may no longer be eligible under the revised policy.<\/p>\n

What Companies Should Do Now<\/strong><\/h4>\n

With the transition to a fully electronic system, companies that ship or transport hazardous materials should begin preparing now by:<\/p>\n
