\"\"PHMSA Says Goodbye to One More Paper Requirement<\/strong><\/h2>\n

For years, hazardous materials carriers have been required to carry a paper copy of their PHMSA Hazardous Materials Registration Certificate, or another document showing their DOT Hazmat Registration Number, on each truck or vessel transporting hazardous materials.<\/p>\n

A New Option for Hazmat Carriers<\/strong><\/h4>\n

PHMSA has issued a Final Rule (Docket No. PHMSA\u20132025\u20130097 {HM\u2013268I})<\/strong><\/a>, effective September 3, 2026, allowing motor and vessel carriers to carry their PHMSA registration documentation in either electronic or paper format.<\/p>\n

Under the previous requirements, carriers transporting hazardous materials were expected to maintain a paper copy of their current PHMSA-issued Certificate of Registration, or a document displaying their registration number, readily available on the vehicle or vessel.<\/p>\n

What the Updated Rule Allows<\/strong><\/h4>\n

The updated rule provides flexibility by allowing carriers to use:<\/p>\n

A paper copy of the registration certificate; or<\/p>\n

An electronic copy of the certificate or registration information<\/p>\n

The information must still be made available upon request to authorized enforcement or inspection personnel.<\/p>\n

Why PHMSA Made the Change<\/strong><\/h4>\n

This rule is part of a broader effort to reduce unnecessary administrative burdens while maintaining safety.<\/p>\n

PHMSA noted that electronic documents can be made just as readily available to inspectors and first responders as paper documents. The agency determined that allowing electronic records would not negatively impact hazardous materials transportation safety.<\/p>\n

The PHMSA registration certificate was one of the remaining documents tied to a traditional paper-based process.<\/p>\n

What This Means for Carriers<\/strong><\/h4>\n

For carriers, this should provide some practical relief.<\/p>\n

Drivers and fleet managers will no longer need to worry about maintaining a physical paper certificate if the company chooses to maintain the information electronically. Electronic records can often be updated, distributed, and controlled more effectively than paper copies. Many transportation companies already use electronic document management systems. This change allows PHMSA registration records to fit more naturally into those processes.<\/p>\n

Modernizing Compliance Without Sacrificing Safety<\/strong><\/h4>\n

The hazardous materials regulations are built around safety, but effective regulations also need to recognize how businesses actually operate.<\/p>\n

This PHMSA update is a practical modernization of a recordkeeping requirement that reflects today’s transportation environment. It removes an outdated paper requirement while preserving the core safety objective: ensuring inspectors and responders have access to critical registration information when needed.<\/p>\n
