COVID-19 Transport Canada relief from Training

With the declaration of the worldwide COVID-19 pandemic set by WHO, many industries have been affected, in particular the transportation of dangerous goods. This industry is recognized by the government as an essential service which has prompted the Director General of Transport and Dangerous Goods, Benoit Turcotte, to issue a temporary certificate (TU0750). This will help relieve the industries that handle, transport, or offer to transport dangerous goods in the area of the TDG section 6.5 training requirements. As set out in The International Civil Aviation Organization (ICAO) paragraph 4.2.3 – chapter 4 part 1, the requirements include training every 24 months.    

This certificate comes with some conditions and limitations:

  • The individual has a valid training certificate as of March 1st, 2020; 
  • The individual must have sound knowledge of all TDG aspects directly related to their duties; 
  • The individual must be able to present his or her expired certificate to an inspector; 
  • All efforts should be made to ensure that employees are provided recurrent training through any means possible such as webinars, online courses, or on the job training; and 
  • An employer must ensure enrolment of their employees to renew their training certificates at the first available opportunity. 

It is important to note that the temporary certificate will not remove the obligation of an individual to be adequately trained. This certificate took effect on March 27, 2020 and will remain in force until September 30, 2020.

Elton Woodfine

Elton Woodfine CD (Canadian Decoration) served 22 years as a member of the Canadian Forces. Initially as an Infantry section Commander in the Princess Patricia Canadian Lite Infantry (PPCLI), he served on two peace keeping missions in the former Yugoslavia, and one combat tour in Afghanistan where his unit was awarded the Governor General Unit Citation for actions in combat. He then continued to serve as a member of the Royal Canadian Air Force as a firefighter, where he completed a diploma in Fire Science/ Fire-fighting from Memorial University and Occupational Health and Safety diploma from the University of New Brunswick. Lastly, in his career with the Canadian Forces, he served as a member of the Joint Incident Response Unit (CJIRU) as a Chemical, Biological, Radiological and Nuclear Operator (CBRN Op), part of the Canadian Special Operation Command (CANSOFCOM). Upon his retirement from the Canadian Forces, he took a position as a Life Cycle Management of hazardous materials instructor for the logistical branch of the Department of National Defense and is knowledgeable in NFCC, CEPA 1999, IMHWR, TDGR, ICAO, IATA, IMDG, GHS and OH&S federal regulations.
