Andrew Li Andrew Li, MSc, P.Eng
Vice President, Regulatory
Andy has an extensive background in chemical regulations and has conducted numerous training programs throughout North America for industrial customers and government organizations.
Karrie Ishmael Karrie Ishmael
Regulatory Manager
Karrie started with the company in 1988 and has worked in a variety of capacities including customer service, sales, management, and marketing. In her current role as Regulatory Manager, she manages and supports ICC's efforts in supplying value-added services including training and SDS services to our clients. She is knowledgeable in a variety of regulations. She actively participates in a multitude of associations including DGAC, COSTHA and SOCMA and is the former chair of SCHCís OSHA Alliance Committee.
Barbara Foster Barbara Foster, BEd, MSc
Senior Regulatory Specialist
Barbara Foster graduated from Dalhousie University with a Masterís degree in Chemistry and a Bachelorís degree in Education. As one of ICC Compliance Centerís most senior employees, she has worked in the Toronto office for the past three decades as a Regulatory Affairs Specialist and Trainer. She is fluent in various US, Canadian, and international regulations involving transportation, including TDG, 49 CFR, ICAO, IMDG, and the ADR/RID. She also specializes in the hazard communication standards of OSHA, WHMIS, CCCR, and the Globally Harmonized System for Classification and Labelling (GHS). Barbara is the author of ICCís TDG Clear Language Driver and Handlerís Guide. Currently, she is a participant on the Canadian General Standards Board committee where she creates training standards for transportation of dangerous goods in Canada and is a past Chair of the Dangerous Goods Advisory Council.
Clifton Brown Clifton Brown, B.Sc., B.Ed.
Regulatory Specialist
Clifton Brown has over 35 years of practical experience in the Canadian chemical and manufacturing industries. He has worked in research, quality, environment, health and safety in a range of industries including explosives, pesticides, manufacturing/contract packaging, pharmaceuticals, and specialty chemicals. This experience has provided a basis for dealing with a variety of regulatory approaches that have been useful in implementing and evaluating/auditing compliance. This experience has also been useful in effectively helping others to understand and apply the regulations in a North American context.

Clifton represents ICC on the RDC regulatory and safe operations committees, participates in Transport Canada consultations and attends WSPS, CSSE and related activities.
Pierre Boies Pierre Boies
Regulatory Specialist
Pierre Boies has over 19 years of practical experience in Canadian industry in close to 25 different sectors. Deals with handling, transportation, export and import of dangerous goods. Able to guide you through a wide range of regulations such as: Canadian Regulations (TDG, HPR, OHSA, CNSC, CNR, CEPA, etc.), Air Regulations (ICAO TI, IATA DGR), Marine Regulations (IMDG Code - IMO) ), European Regulation (ADR, RID, ADN), Mexican Regulation (NOMs) and US Regulation (49 CFR).

He has taught in Europe, Africa, China, Mexico and throughout the United States. He is able to provide training in French, English and Spanish.

His consulting services include: compliance audit, shipping services, technical support, Hazardous Materials classification, SDS management (material Safety Data Sheets), creation of TDG shipping guides, air cargo security (RAC, CASR, ACS), DG management as a whole, set up shipping procedures as well as a lecturer in several AEC programs (such as Intermodal Transport Logistics, Management of the supply chain, etc.) at the college level. This expertise provided him with the basis to manage a variety of regulatory approaches that have been useful in implementing and evaluating / verifying compliance. This expertise has also allowed him to develop a taste for helping others to understand and apply regulations effectively in a North American setting.
Michael Zendano Jim Brado
Regulatory Specialist
Jim has over 10 years experience in the environmental industry as a certified laboratory analyst. He received his Bachelorís degree in Environmental Studies; is well-versed in laboratory safety, standard operating procedures, and environmental sampling regulations.

Packaging Specialist
Michael Zendano joins ICC Compliance Center with several years in the packaging field as a Quality Control Manager. In addition, he has 8 years experience in teaching. Michael works at the Niagara Falls Office as a Packaging specialist where he manages packaging projects and procedures.
Paula Reavis Paula Reavis
Regulatory Specialist
Degrees: BS in Science Education, BA in Chemistry, MA in School Counseling Certification: National Certified Counselor

Paula Reavis comes to us with a teaching background and several years of experience in Hazard Communications. She is knowledgeable in HazCom2012, WHMIS (old/new), 49 CFR, IATA, IMDG and TDG. She started with the company in 2014, and is currently the Trainer for the US.

She is active in several associations including NACD, IHMM and SCHC where she served as chair of the Membership and Awards Committee. She is based in St. Louis, Missouri.
Racheal Mani Racheal Mani, EP
Regulatory Specialist
Racheal Mani, based out in our Delta, B.C. office, has over 12 years of experience working under different auspices of federal, provincial, and municipal regulatory framework. She specializes in TDG Clear Language, IATA, IMDG, and WHMIS 2015 training. Rachealís extensive knowledge in the dangerous goods industry is driven from her hands-on experience from packaging of dangerous goods for all modes of transport and her consistent liaison with ICC clients to ensure dangerous goods consignments meet the applicable regulatory requirements prior to transport.
Toni-Ann McLean Toni-Ann McLean, BSc
Regulatory Specialist

Toni-Ann McLean has over 15 years experience with writing MSDSs/SDSs for the protection of workers and emergency personnel, as well as determining labeling requirements for the protection of consumers, and of workers and emergency personnel. She specializes in Canadian WHMIS regulations (WHMIS 1988, WHMIS 2015), US OSHA regulations (29 CFR, Hazcom 2012), US and Canadian consumer regulations (US CPSC FHSA & Canadian CCCR 2001), and European regulations (EU DSD/DPD/CLP, CHIP).She is also knowledgable in US Right to Know legislation, EU REACH and Canadian Health and Safety legislation.

Toni-Ann has been an active member of the Society for Chemical Hazard Communication (SCHC) for over 10 years where she has learned about upcoming changes to Health & Safety regulations, as well as maintained up to date knowledge of a wide variety of world-wide Health & Safety legislation. She was awarded an SCHC certificate for more than 120 hours of professional development training. Toni-Ann additionally has been listed as Registered Specialist # 206738, SDS and Label Authoring under the American Industrial Hygiene Associationís (AIHA) SDS & Label Authoring Registry Program.
