PHMSA Notice of Public Meetings in 2025

As international regulations for the safe transport of dangerous goods continue to evolve, staying informed and involved has never been more important. In 2025, the Pipeline and Hazardous Materials Safety Administration (PHMSA) is inviting public participation through a series of meetings aimed at shaping the future of international dangerous goods transport standards. These meetings offer a unique opportunity for stakeholders to voice their perspectives and help influence key decisions at the international level.

When do The Meetings Take Place?

The Pipeline and Hazardous Materials Safety Administration (PHMSA), through its Office of Hazardous Materials Safety (OHMS), will host a total of four public meetings in 2025 to gather input before several important international forums focused on the transport of dangerous goods.

These meetings offer an opportunity for the public to share feedback on proposals that will be discussed by international regulatory bodies. The first meeting took place on April 9th, prior to the first international meeting on April 21st -25th in Delhi, India, and served as preparation for discussions within the International Civil Aviation Organization (ICAO) Dangerous Goods Panel (DGP).  Each remaining public meeting will take place approximately two weeks before the international meeting at The DOT Headquarters located at West Building, 1200 New Jersey Avenue SE, Washington, DC.  Specific information for each meeting will be posted when available on the PHMSA website under ‘‘Upcoming Events,” so stay tuned! The remaining international meeting schedule for 2025 is below:

66th Session of the UN Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG)

    • Date: June 30–July 4, 2025
    • Location: Geneva, Switzerland

30th Session of the ICAO Dangerous Goods Panel (DGP/30)

    • Date: October 6–10, 2025
    • Location: Montreal, Canada

67th Session of the UNSCOE TDG

    • Date: November 24–December 3, 2025
    • Location: Geneva, Switzerland

What is The Purpose of The Meetings?

PHMSA’s public meetings are designed to encourage stakeholder engagement and ensure U.S. interests are well represented during international discussions. These sessions mark the second and final round of public meetings for the 2024–2025 biennium.

The ICAO Dangerous Goods Panel will review proposals that may influence the 2027–2028 edition of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284). PHMSA encourages all interested parties to take part in these important discussions. Your input helps ensure that international regulations reflect both safety priorities and practical, real-world considerations. The PHMSA Notice can be found HERE.
