Transport Canada’s Driver Distraction Mitigation Program for Commercial Vehicle Drivers

Every year, distracted driving continues to be a leading cause of road fatalities in Canada. In 2022 alone, it was a contributing factor in nearly 20% of fatal collisions. Recognizing this serious risk, Transport Canada has taken action with a focused initiative to help reduce distractions behind the wheel—particularly for commercial drivers. The result is the Driver Distraction Mitigation Program, developed in collaboration with the Virginia Tech Transportation Institute.

Why Focus on Commercial Drivers? Commercial drivers spend long hours on the road and often face unique pressures—from tight delivery schedules to navigating unfamiliar routes. Distraction, whether from technology, fatigue, or multitasking, significantly raises the risk of collisions. By equipping drivers and carriers with practical tools and knowledge, Transport Canada aims to create safer roads for everyone.

This program was not created in a vacuum. It’s grounded in science and real-world experience. Transport Canada and the Virginia Tech Transportation Institute conducted:

  • A review of scientific models related to distraction and driver training
  • An analysis of existing training programs and fleet policies
  • Beta testing of new material with focus groups of actual drivers and fleet operators
  • A gap analysis that identified areas where existing programs fell short—especially for truck and bus drivers

The result? A comprehensive toolkit tailored for commercial operations in Canada.

Motor carriers can now access two core tools:

1) Implementation Guide
This guide helps companies launch a distraction mitigation program across their fleets. It includes:

  • Step-by-step guidance to introduce training
  • Strategies for building a distraction-aware safety culture
  • Help with writing and promoting clear company policies on distraction
  • A distraction risk management framework

Tip: Safety managers and executives are encouraged to read this guide before launching any training sessions.

2) Training Material for Drivers
This engaging 45-minute course explores:

  • What causes driver distraction
  • Its specific impact on commercial vehicle operations
  • The science of how attention works while driving
  • Canadian laws and regulations
  • Common myths about distracted driving
  • Practical techniques to stay focused on the road

The course is available in two streams:

    • For fleets that allow hands-free phone use
    • For fleets that prohibit all phone use, even hands-free

And you can choose how it’s delivered:

    • A voice-over version for individual e-learning
    • A presentation with speaking notes for in-person or group training (with customization options)

While fleets can opt to use just the training material, Transport Canada strongly recommends implementing the entire program using the Implementation Guide.

Doing so ensures:

  • Better understanding of risks across your workforce
  • Stronger policy enforcement
  • A more proactive, safety-focused company culture
  • Fewer accidents and better compliance

And of course—fewer distractions mean more lives saved.

Transport Canada encourages motor carriers and drivers to explore the program and share their experience. Feedback helps refine the resources and ensures they meet the needs of real-world operators.

Although there are no comparative programs in the United States, U.S.-based motor carriers looking to implement a distraction mitigation program similar to Transport Canada’s, could combine FMCSA (Federal Motor Carrier Safety Administration) regulatory compliance, NSC (National Safety Council) tools, and commercial driver training software to achieve comparable results.
