PHMSA Updates Hazmat Registration Program

PHMSA Updates Hazmat Registration Program

Early Registration Opens June 1, 2026

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has announced several important changes to the Hazardous Materials Registration Program beginning with the 2026–2027 registration year. Companies involved in the transportation of hazardous materials should review these updates carefully and prepare for a fully electronic registration process.

Early registration for the 2026–2027 registration year will officially open on June 1, 2026. PHMSA has stated that early registration will not be available prior to that date, so registrants are encouraged to plan accordingly.

Major Changes to the Registration Process

Beginning with the 2026–2027 registration cycle, PHMSA will transition to a fully electronic registration and payment system. PHMSA will no longer accept paper registration forms. All registrations must be submitted electronically through the new online system. In addition, payments by check will no longer be permitted. All registration fees must be paid electronically.

According to PHMSA, this change aligns with White House Executive Order 14247, “Modernizing Payments To and From America’s Bank Account,” and is intended to create a faster, more secure, and more efficient payment process.

For companies that have historically relied on mailing paper forms and checks, this will represent a significant operational change. Businesses should ensure they are prepared to complete registrations and payments digitally as the new registration period opens.

Refund Policy Changes

PHMSA is also updating its refund policy beginning with the 2026–2027 registration year. Partial refunds will no longer be issued. As a result, registrants are strongly encouraged to carefully review all information prior to submitting their registration. Errors that previously may have qualified for a partial refund adjustment may no longer be eligible under the revised policy.

2026–2027 Registration Fees

PHMSA has also published the updated registration fee schedule for the upcoming registration periods below:

Registration Period  Small Business or Non-Profit*  Not Small Business*
2026–2027 (1 year)  $275  $2,600
2026–2028 (2 years)  $525  $5,175
2026–2029 (3 years)  $775  $7,750

*Please note that all fees listed include a $25 processing fee.

What Companies Should Do Now

With the transition to a fully electronic system, companies that ship or transport hazardous materials should begin preparing now by:

  • Reviewing their current hazmat registration procedures.
  • Ensuring accounting departments are prepared for electronic payment methods.
  • Training personnel responsible for PHMSA registrations on the new process.
  • Verifying company information carefully before submission to avoid refund issues.
  • Monitoring PHMSA’s website for additional guidance and instructions.

Organizations that wait until the last minute may encounter delays or confusion as the new system is implemented.

Stay Informed

PHMSA has indicated that additional guidance and registration instructions will be released as the transition approaches. Registrants should monitor the PHMSA Hazmat Registration website regularly for updates.
